Cannabis cafes are licensed sites where adults 21 and older buy or bring cannabis and consume it on the premises. In the United States they exist in a small number of states. Distance matters less than state law. A cafe can sit 10 minutes away in one state and 10 minutes across a border where the license does not carry.

What counts as a cannabis cafe

States use different names: consumption lounge, social use venue, on-site consumption site, hospitality establishment. Common traits:

  • Age 21 and up with a government ID.
  • A state license plus a local permit. Both are required.
  • Sales of flower, pre-rolls, or edibles, or a bring-your-own policy.
  • Rules on smoke. Some sites allow combustion, others allow vapor only, and some ban both.

States with licensed cannabis cafes

Nevada, California, Colorado, Illinois, New York, New Jersey, New Mexico, Alaska, Michigan, and Massachusetts have laws that allow licensed on-site cannabis use. Each state sets its own count. Nevada opened its first lounge in Las Vegas in February 2023. West Hollywood issued 8 on-site consumption licenses under a city program. Denver voters approved social consumption in 2016, and the city has licensed a small number of venues since then.

CBD cafes and hemp drinks

CBD is a different product. Hemp-derived CBD with 0.3% THC or less is legal at the federal level under the 2018 Farm Bill. The FDA has not approved CBD as a food or beverage ingredient. State rules differ. Some states allow CBD in coffee and food; others do not. A shop that sells a CBD latte is a retailer, not a licensed cannabis cafe. No federal license category exists for a CBD cafe.

Hemp-derived THC drinks sit in a separate gap. Many states passed laws in 2024 and 2025 to restrict or ban intoxicating hemp products. A drink that is legal in one state can be illegal 30 miles away.

How to find one near you

  1. Check your state cannabis regulator's licensee list. Most publish addresses.
  2. Confirm the city or county allows on-site use. Local bans override state law.
  3. Call the site. Ask about entry fees, bring-your-own rules, and smoke rules.
  4. Bring a government ID. Age 21 is the floor in every adult-use state.
  5. Do not carry cannabis across a state line. Federal law lists it as Schedule I.

Limits to expect

  • No alcohol sales at most lounges. Some states ban mixing outright.
  • No tobacco. Clean indoor air laws apply.
  • No public consumption outside the licensed site.
  • Driving after use is illegal in all 50 states.

Known gaps

No public database tracks every cannabis cafe in the US. License lists lag openings and closures. If a listing has no state license number, treat the address as unverified.
