Hemp CBD: no midnight cutoff
Hemp CBD is not cannabis under federal law. The 2018 Farm Bill removed hemp from the Controlled Substances Act when delta-9 THC is 0.3% or less on a dry weight basis. Hemp orders move through the mail and through private carriers. The cutoff is the warehouse shipping time, not a state cannabis rule. USPS and private carriers set their own terms, and vape products fall under PACT Act reporting rules.
